Jordan's Virtual Transaction Law of 2025 will take effect after 90 days, stipulating a minimum prison sentence of one year and fines up to 141,000 USD.
The new law on digital asset transactions in Jordan will officially take effect 90 days after being published in the Government Gazette, marking an important step in managing cryptocurrency activities in this Middle Eastern country.
The Virtual Transaction Law of 2025 will regulate activities related to digital assets occurring in Jordan or on behalf of a third party. However, the law does not apply to digital securities and digital financial assets under the jurisdiction of the Securities Commission, nor to digital currencies issued by the Central Bank of Jordan.
According to the the official statement, Jordan's Cabinet can expand the scope of regulation by categorizing other digital representations of value as investment assets under the new law. The law clearly stipulates that only organizations licensed by the Securities Commission are permitted to conduct activities related to digital assets in Jordan.
"The law prohibits individuals or organizations from conducting or promoting virtual asset activities within Jordan's territory without a license. An activity is considered 'occurring within the territory' if the service provider estableproviderishes a domestic enterprise, has a business presence, or markets services to Jordanian customers," the statement clearly states.
<.Supervision Framework with Heavy PenaltiesAccording to the new regulations, the Jordan Securities Commission will be responsible for licensing, superv,ecting asset service providers (providers (VASPs). These organizations are required to comply with anti-money laundering (AML) and counter-terrorism financing (CFT) regulations.
The law also empowers the Central Bank of Jordan to allow the use of digital assets in payments, subject to specific regulations. Simultaneously, the central bank will monitor financial institutions participating in certain digital asset activities, but only after clear licensing.
Any individual violating the law's regulations will face a prison sentence of no less than one year and fines ranging from 70,500 USD to 141,000 USD. Additionally, the law grants Jordanian authorities the power to close organizations operating without a license.
